Si te quiere de verdad = if he-she truly loves you
Y te da felicidad = and gives you happiness
Te deseo lo mas bueno pa'los dos= i wish you the best for you both
Pero si te hace llorar = but if he-she makes you cry
A mi me puedes hablar= you can call me
Y estare contigo cuando triste estas = and I'll be with you when sad you are

If he really loves you
And makes you happy
I want the best for both of you
But if he makes you cry
You can talk to me
And I will be with you when you are sad.

This is what is closest to your original version:

If he truly loves you
And gives you happiness
I wish the best to both of you
But if he makes you cry
You can call me (or you can talk to me)
And I will be with you when you're sad

I hope it helps ;-)

If he really loves you
And brings you happiness,
Then I wish the best for ya both.
But if he makes you cry
You can call me
And I will be with you when you're sad.

NOTE: The "ya" is intentional. In Spanish, only people with LITTLE EDUCATION use "pa" instead of "para".
