Have you told him you don't like to be blown off? I had the same problem with my boyfriend(now of two years), I let him know I didn't like it, and he fixed it. Don't expect him to change his behavior by himself, you gotta let him know.

You have a legitimate grievance.
Most guys respond better to logical criticism than to emotional criticism. Calmly and rationally ask him to sit down with you to discuss the situation.
Tell him that you are disappointed that he isn't prioritising your relationship. Tell him why you are disappointed. Talk about the things you were planning to do with him.
If it turns into an argument you probably did it wrong, but don't try to talk over him or raise your voice. Let him have his say, but don't let your emotions get the best of you.
Confrontations can be difficult, good luck.

Let me tell you, Guys do this because they are dumb. He most likely isn't doing it to hurt your feelings, he probably doesn't even realize you are hurt by this. He probably thinks you don't care what he does. Did you explain to him that you feel like you never get to see him? Men are totally oblivious to how us women feel, we have to spell it out for them. Also is there some reason you can't hang out with him and his friends? Just show up where he's going to be, or just call him up and ask him if you can go with him to do whatever it is that he is doing. If he says no, then maybe you need to re-evaluate your relationship and ask yourself if he even deserves you.

Don't worry just read a romantic novel a love story that can touch your heart and soul, and than he will call, and if not than your hero will. :)

He is saying that everything else is more important to him than hanging with you.
Maybe he thinks that you are saying that too.
Ask him.
