Well, this is what I think...
The answer is "a person"
Clouds exist in the sky and are moving and ever changing, never static. A person takes that form or "shape" because a person is dynamic and changes with time and experience.
The size of something grown in the ground is also ever changing. A person starts as a child but growns into an adult, similar to a seedling that flourishes and growns into an adult plant.
A person is the color of the clouds and the plant. Whiteness represents purity and innocence- a person posesses this early in life ( or even later). A plant is green- green representing tranquility and peacefulness and a person is also this "color" sometime in life.

How about a baseball? It's round, like the moon, and about the size of a turnip, and turnips and the moon are both white, and a baseball is white.
Makes sense to me.
