Of course it is. Just get nail clippers made for dogs. If this is your first time, you can ask a vet to show you the best way, then take over.

You can buy nail clippers for dogs to use at home. Take him to the vet and have them do it and learn how they do it by watching them.

Yes, they need to be cut.
If you don't know how, the Vet's office will usually do it for a VERY small fee.
They need to be trimmed at least once a month.
They can show you how and what nail clippers to use.

Yes.
You should ask your vet or an experienced friend to show you the proper way to do it.
Since it would be your first time, I'm a little nervous about just explaining how to do it.
And I first read your question as "Is it safe to cut an adult dog's TAIL" and was ready to yell at you. haha

it is nerve-wracking for me. i do trim my dog's nails, except for one chihuahua. she does not like it and wiggles so much we cannot hold her and safely clip her nails. so i take that one to the vet and let them do it. they charge $6.
if you're gonna do it, go to vet and find out how first, buy the necessary clippers, buy the stop bleeding stick (don't know what it's called) and good luck
