I am a little concerned about two things. First, I don't think you are old enough to handle the implications of that kind of intimacy. Second, you are letting him get way too far if you don't intend or aren't ready to have sex with him. If you are over the age of majority, please understand that the first time you have sex, it may not be good. If it continues to not be good, your partner needs direction and fast. Some guys have a lot of sexual experience and no idea what they are doing. It should feel great. If it doesn't, something (age, guilt, partner) is wrong.

If you don't want to have sex with him, tell him, and don't even let him feel you or lick you or it might lead to what you don't want. If he cannot respect your decision not to have sex, then you need to find someone else who will. He seems like he is just using you for sex anyways. Let him go he is just a player.

If something doesn't feel right to you that means its not ok, don't let him pressure you to do anything!!! Honestly I would leave him because he's only going to get more perssitant and maybe even abusive. You don't want to put yourself in that situation. Just remember to stick to your guns and don't let him push you around. You are better than that and if he doesn't see that he doesn't deserve you. I hope you stay careful and I hope whatever happens you can be happy.
