Most men are so use to being rejected they are reluctant to approach without some sort of sign that the women is open to an approach.
I am not bragging, when I was in my 30s I was popular, didn't get turned down that much, but I still hated rejection, and didn't approach some because of fear of rejection. Women hold the key, and are use to rejecting men. have a man reject a women, and we become jerks! It is a double slandered

I would say hi my name is etc. I have no idea what that guy wants, unless he is a predator or somethig. or he's waiting for the right time to approach. or he just have lazy eyes. for months, that's a record because I don't think I can make eye contacts for months only for seconds and talk to people at parties or some events.

Some guys are just like that if your interested that's a sign for you to approach, Or you'll just keep wondering, I mean come on that's kind of a good sign you know you wouldn't have any problems with him in the future with him trying to approach another.

well, historically women laugh at guys that ask them out if they say no. But even if that were not the case, how bad would you feel if you asked someone out and they told you no. It's pretty demoralizing. That is probably why. It's embarrassing to be told no..especially in front of others.

if the eyeing has been so intense why don't you calm things down a bit by talking to the guy, preferably in a very social setting.

....or are you also afraid?
