You should look into their eyes and see if they love you. When you see love in their eyes, then you can share your love in words.
It is not as much a timing issue as a shared emotion. If you fall in love with someone not in love with you they will get scared off if you tell them of your love. You need to feel that shared emotion and then the words will be well received.

I think u should wait a little longer if u just met because u might scare them away,
It's good to tell people how u feel but make sure it's the right time.

Wait till they give you some indication to show whether or not the attraction is mutual. I do believe in love at first sight, but sometimes it's best to have another look.
You don't want to scare the person off by throwing yourself at them, but the feeling just might be mutual. It was for me, we got engaged on our 2nd date and have been married for 24 years.

I would say at least 3 months at a minimum. This gives you time to really get to know the person. Anything less than that will make you seem deperate or unstable and will probably scare him or her off.

I waited for 3 months. =) keep in mind though- we saw eachother EVERY DAY for three months. not just here and there. it depends on how comfortable and serious the word is for you both.
