Try the "Mandarin Oriental"... not to far from St' James Palace....( have the Salmon with Fennel and lemon grass .... its the best )

Nice one is The Jolly, not too close to Victoria, nice spot and all usual good things...

if you can afford it ...the Ritz!
be warned if you dine there though you have to wear the right attire.
men must wear smart clothing including suit jackets (even when eating!they are not allowed to take them off) and ladies smartly dressed.
