There are loads of good tutorials for beginners, try Waterstones.
You just press Control + N to make a new canvas.
Pick a pre set size from the drop down list or use your own settings, click OK.
Pick a background colour from the websafe palette by double clicking in the colour swatch.
Use the paint bucket to fill the canvas, or use a gradient.
Make a new layer and put your text on that.
Save it, and when you're done Save As a final version.
Flatten all the layers then Save For Web.
You just need to get more practice in Photoshop, keep at it.

do you want to make simple non animated banners? or just simple 1-2-3 pictures animated banners?
Easy way is to copy some off the net, see how they are designed, what size and shape they use, then go from there.
it also depends on what your banners are about.

well... photoshop ain't too hard. it's so easy. make a document of ur desired size. put some text and a background color. i am not the pro of photoshop but still can make cool effect jus't with playing the options. good luck!
