There's a condition where the body can't process sulfur compounds that occur naturally, like in fish, and it comes out in the breath and through the skin, just like garlic. If severe, it's quite offensive. That's unfortunate, because no amount of bathing will get rid of it--but the sufferer will be thought of as filthy because of the smell. I worked in a company with someone like that, but he was on the other side of the building. You could tell if he had walked down the hall or been in a room before you. I think they understand it better now, but relieving it is a matter of avoiding foods that have substantial amounts of sulfur...like eggs.

Maybe because they ate or drank something that is related to a garlic. That's probably the only reason why someones breath would smell like garlic. Maybe you didn't know that they ate something, because if someone ate something, theres really no point in telling anyone. They could have used a toothpaste that smells like garlic (I know what you're trying to say: Well yeah! Theres no such thing as a GARLIC SMELLING TOOTHPASTE)! If you are, please just try to believe me, there is such a thing. And anyways, you can't eat toothpaste.
Hope I helped!

im not sure exactly, if this person hasn't eaten any garlic. it could be a medical condition, or they could have severe cavities they havent taken care of (as that sometimes causes bad breath). drinking a lot of water and rinsing the mouth out with stuff like listerine helps with stuff like this.
