IF BY HANDLE YOU MEAN TO PASS IT THE DENTIST FOR ADMINISTRATION TO THE PATIENT BY THE DENTIST, THAN THE ANSWER IS YES.

Only dentists have access to distribute narcotics. Dental assistants have no legal rights to handle narcotics.
