As far as I know, all civilisations worshipped God or gods

1. The Mongols never had any religion, not even animism, until some of them were converted to the religions of the lands that they conquered, mostly Confucianism, Chinese ancestor worship, Islam and Orthodox Christianity. Before the Mongol conquest though, religion had no place in Mongol culture.

2. Many Bhuddists do not worship any gods becuase Bhuddism has no requirement for any higher power in itself. However, the nations that Bhuddism spread over had their own gods and Bhuddism formed an overlay over these earlier religions in places like Myanmar, Japan, etc.

3. The Soviet Union, Red China and North Korea were (and are in the case of China and N. Korea) officially Aetheist nations. Of course, some of their citizens worsipped God(s), but they were often persecuted or, at the least, not supported by the government.
(It should be noted that the cults of personality of people Such as Stalin and Kim Il Sung could be considered a form of religion in a strange twisted way. North Korea's national ideology, Juche, or "Self-Reliance" could also be considered a religion, or at least a way of life.)

The Soviet Union! and in the trend the western civilization is following, pretty soon most iof it will be agnostic or atheist, with moral relativism being the justification for all behaviours.

Buddhism was widespread in the sub continent for many centuries and it didn't involve any theology or worship.
