Was your dog excited when it happened? Did he hike his leg on him? or did he pee when he was jumping up on him? If he hiked, he is marking your friend as "his territory". If he didn't hike, it could be from the excitement or it could be submissive urination. My pom submissively urinates when he is scared, excited, or meets new people/animals.

This happened to me before with a Pitbull. It's discusting and has the worst smell. Anyways, your dog was probably excited about seeing another person, but of coarse, they would jump on you for when they are. However, if your dog DIDN'T try to jump on her, your friend probably has a dog of her own, urinating on her clothes.
Tell your friend to buy some pet deoterizer and put it on her pants, then she would probably have to scrub and rinse, and finally, wash it. This should do the trick, but if it doesn't, try giving her advise of your own.

He likes your friend and wanted to mark his/her territory....Dogs are very territorial.
You should be thankful that's all he did, next would be trying to mate....and that's called "humping your friend's leg".

My dog has done that to me when another dog is around. I learned real quick to watch for the warning signs.

One of my dogs will pee on one of my firends every chance he gets.
It only happens after he has been out cleaning in his dogs kennels that mine will try and pee on him.
Must have something to do with the other dogs smells.

Its a dominance thing. Your dog is trying to be in charge of your friend or claim him for his own.

dog do that when they r excited so u have to train her to sit so when ur friends come she will listen when u say sit and then she wont be so jumpy
