Definitely do it in person. 1.you don't know if the ring will ever make it to her 2. don't you think this is something that should be done in person to share the moment and the emotion ?
But if you really want to mail it, I hope you take all the precautions. I know that to mail packages to some countries, some rules apply. Like my friend tried to mail a necklace and earrings to his gf in India, the post office / fedex refused as it is not allowed. So check on that as well as use insurance.

You put the ring in your pocket and put yourself on a plane headed to China. Don't you dare give her the memory of being proposed to VIA MAIL!!!! If you can't afford to go to China, then wait! You need to do it in person. I can not stress this enough.

everyone is right you need to do it person but what i would do is make a build a bear and record your voice and pop the question on that ? dressed in tux with fake ring and tell her if shed like to see her real ring and if her answer is yes shell come to you

put it in a very safe location---like your pocket. then go to china and give it to her. or wait til she comes over here. DO NOT propose to her in the mail!!
