Dvorchak=Dvorcak is Czech, but no one says it is only Czech, there might be someone in Slovak republic with this name. I think people are confusing Dvorchak with the name of famous Czech composer of the 19th century Antonin Dvorak. Anyway, to be on a safe side let's say it is a Czechoslovakian name :).

Yes, the composer was Dvor^ak (Czech rolled r), but I would still guess Czech.
