"Tightening up" the slot machines at a casino is a matter of changing a computer chip. There is no secret button that instantly changes the "hold". This procedure is expensive.
What casinos usually do is move the machines. You also have to understand that machines go through hot and cold times. Payouts are random and the casinos have a certain "hold" percentage that the machine averages. If the average is too high or too low, the casino is obligated to investigate.

Player is right. If the casino wanted to "tighten" the slots, they would have to reprogram the eprom, however to do this, they must file a bunch of paperwork, so it's not worth it (a least in Nevada). So this is mostly a myth, and casinos don't mess with the slots as it is believed. And the other answer of the "ratio of in/out money" it's just plain non sense. The random number generator is the one that take cares of paying out or not.

The on line systems have tighter regulations than slots that are not on line. The PC is only adjustable to a couple of points the manufacturer's have to make sure of that. The e-prom chips that control game play are checked on a regular basis. It has nothing to do with how much money the machine has taken it's controlled by a random number generator you either press the button at the right moment or you don't.
