I believe for 11kV high tension, they use what's called a "Load Break Switch" rather than a fuse. These load break switches are typically 630Amp.
If there was to be a fuse, you should state the amount of kVA and not just kV, because a voltage (alone) doesn't blow a fuse.
I never heard of a "air link fuse".

dont know what an air fuse is but fuses are based on the ability to handle an inrush load and hold till the load in amps has settled. would need to know the kva which is thousand volt amps to rate a fuse to hold the current passing thru it
