If it is a new staircase then yes, Building Regs approval will most likely be required (maybe not if it is a like for like replacement) - the attached guide may help.

You generaly only need planning approval if you are altering the appearance of a building from the outside (Yes I know this is not true of listed buildings etc.). You will almost certainly require building regulations approval however as it does form part of the structure of your property.

Regulations are not the same all over the United States. Cities in America have have different regulations. Check locally before you do anything.

(UK) Building regs yes, listed building consent if it is listed but not planning if it is internal.
