At random times throughout the day my kitten will just attack myself and my girlfriend (playfully..sort of). He usually goes for the feet because when you are standing, they are the closest to him. Also, when sitting on a couch or chair, everyone moves their feet at some point, and cats just go after them.
Cats (not just kittens) are attracted to any sort of movement, and since they don't get to use their natural hunting skills outside (if he's an indoor cat) they sort of "prey" on your feet. This goes for hands and fingers very often too.
It's playing but it is also learning/acting out their natural skills for them. As long as he's not literally ripping up your foot and is just kind of nibbling once he catches you, it is fine.

It's normal cat play. Cats 'bite' each other all the time in nature...it's just how cats play. normaly it's with other cats...though human feet work if there are no cats around. They bite feet because they can, they are easy for the cat to reach(even better if your bare foot..nothing to bite through).
You cat may also just be hungry...not using 'medow' lotion or some other tasty flavor are you?
You could simply try yelling at the cat....though that does not alsways work with cats. A spray water bottle can work wonders. You could also try things your cat does not like, whatever flavor that is and put it on your feet.

My cats used to hide under the bed and attack anyone that walked by. That was playing. Another cat would just randomly go after our legs and feet. After he kept getting kicked and tripped over, he stopped. Not sure what causes it, but it seems like they had a blast doing it. I think they're bored. Play with him more, or give him more attention. Sometimes toys just aren't interesting. Try a laser pointer, a piece of ribbon, etc

I don't know enough about your cat, but I had a cat called Rolly who was suddenly the Boss of the clan. He delighted in nipping my ankles at feeding time, even though he wasn't hungry himself. He wanted to make sure the other cats got their food and he needed to keep me on my toes.
It kept me dancing! Now he has gone, I really miss that, although it was annoying sometimes.
He also did that when he knew I was very ill and trying to do too much - like a sheep-dog, he would nip at me to try to get me back into bed where he felt I belonged.
I don't know if my experiences help, but it could be that your cat wants you to "perform" in some way - he is asking for something, even though it might not be for his self-gratification.

My cat, Kiwi, oftens Bites or nips my legs early in the morning
before he is fed his wet food ( he has access to dry food all the time. I think he is trying to get me to hurry up and give him his wet food. He starting to think his name is NO BITE. As in.
KIWI - no bite, no bite

Most likely he things he is playing... perhaps he is bored & trying to initiate play... buy some ping-pong balls & one of those feathers on a stick --- entertainment for hours!!
