Method Number 1
Purchase a Caller Id System attach with the phone.Simply Refuse the calls by Identifying the Number.
Method Number 2
Use !@#$!#$%#$#$^$&^ Words 2 or three times and You Could Block the Caller Forever.
Method Number 3
Post Here his Number and Advertise That Each 3 Caller Will receive 100$ for Calling him/her

I guess Method 2 and 3 will Give you comfort without spending a single Rs.

You can contact you local phone company and ask for a service called Call Blocking. Once the service is activated you add the number that you want blocked. Every time that person calls you they will get a message that your number doesn't accept call from the number they are calling. Keep in mind that the person can call from another number. So if you know other phone number that they may call you from you want to add them to your list too.
