I doubt you will get freeware because this type of program is very expensive to develop. But here is shareware that you can try for free that is inexpensive $59.95:

Yeah, seriously. There is no program that'll do that for you, you have to do that by YOURSELF helped with the program. Program isn't something that would do everything for you, they are something to _help_ you, but not do everything for you.

If you know a bit about programming, you'll know that what you're asking is something that is impossible. It's because programs can't do something without data, and the data that could predicts someone future face (i.e. the photo of that people in the future) couldn't be existent. And automatic image manipulation is one of the hardest thing to do in programming, image manipulation isn't that hard to program, but automatizing them is a different story.

It's easy to program an app that would blur a photo, but it's impossible to program an app that would know how much should it be blurred, without human interference telling them how much, and undoing it if the human is unsatisfied with the result, before trying with different amount.
