It should not be 'out' all the time. You may want to call your vet and ask. There are some bad things that can cause that condition

The dog should be kept away from the baby whether or not his "red rocket" is out. I don't think it makes much difference, in terms of hygiene. It's not as if you put the baby on any of the surfaces that your dog walks or lays on. My puppy is 5 mo old and tends to have the same thing going on, especially when he's happy to see me. I just ignore it. They're dogs, not humans, it doesn't mean what we humans think it does.

My male toy poodle's "thing" pops out from time to time as well.. ensure that your dog isn't humping something. Thats about the only time Kooper sticks his out is if he is becoming one with a teddy bear. It got so annoying that he is only allowed beanie baby size teddy bears cause anything bigger he "loves too much".
After being "aroused" Koopers thing would stay swollen and would have a bulbish portion stuck out side for approx 10-30 minutes.
I would keep a eye on your dog and ensure that he hasn't gotten a "friend" somewhere.. and if you find that for no reason what-so-ever that it comes out I would maybe speak to your vet.
Edit: as for anything you can do to help put it back.. leave it alone, it needs to shrink before it can go back in.

Always out??? Shrivelling?? something is deperately wrong & needs a vets attention
As a temporary measure, you can disolve a VERY SMALL AMOUNT of sugar (like 1/2 tsp) in about a cup of hot water. Add about a cup of cooler water to bring to "body temperature" and then pour it over the dogs stuck out part -- that usually decreases the engorgement of the organ & will give it an opportunity to slip back where it belongs
You MUST go see a vet, this most likly indicates something is VERY WRONG... and you most likely need to get this poor dog neutered as well

If his penis has been out for awhile and is starting to shrivel, take him to the vet now! He may have had an engorged penis that got stuck and now he can't pull it back in, or his prepuce may be damaged also causing him not to be able to pull it back in. Your vet will be able to help your dog. If it is left untreated and continues to shrivel, it could cause infection or other major problems.

Arousal is stimulated in a part of the brain that "has mind of its own." It is is often caused by scent, especially hormones / pheremones. It may sound cruel, but spritzing it with ice water mixed with a little alcohol should cause it to retract.

The obvious reason why dog's swizzle stick is out is that he is overly exited. If it really stays that way, maybe you have a vet look at it. (It might indicate a erectile problem).
You might also consider neutering.
