Moving to spain or a spainish speaking country would be the fastest but failing that take courses and make sure to listen and read lots of spainish also if you have Spanish friends try and speak to them often otherwise you'll be able to understand spanish but not speak it. Not sure how old you are (it's easier to learn a language under 24) but if you're youngish try and get a job at the spanish or a spanish speaking embassy in your country. if your already settled in a good job then the above suggestions are best plus any that other people come up with!

If you can't afford to go to a Spanish-speaking country and immerse yourself in the language, take some classes and find someone fluent to practise with - failing a 'study-buddy', watch Spanish TV.
My ex-sister-in-law's ex-boyfriend (long story!) arrived in New Zealand speaking only Persian. He learnt English (pretty well, too) by watching TV (no subtitles, either).

It might take two years, but, Take one year of college-level spanish. Then, go live in Spain for a year. You'll be pretty close by then.
Honestly, the only way is to live in the country of the language's origin.

I learned from expirience that the fastest and easiest way to learn any language is to hear it being spoken around you constantly, and to try to speak it yourself. Just listening to the language is much more helpful than any course, book, or lesson.

join the MORMON church....go on a 2 year mission to a spanish speaking country....I did it.....it took 2 years but I pretty much speak like a native....not some of these gringos that you hear speaking horrible spanish on the spanish news stations....good luck!!

Immerse yourself in it. Put yourself in a situation where all you can do is speak Spanish. It might be hard at first, but that's probably the best way to do it.

By moving to a hispanic country! but if you don't want to make such a change, try latin "novelas" soap operas in spanish, or any tv show in spanish with subtitles. I live in South America and let me tell you, my english got better and better as I was watching cable tv in english! not kidding! so try it, it might be of help to you.

Go to Barnes & Noble and pick up a PIMSLEUR language program. With in a week you wil be able to start speeking any language.
You can also get these on line or on EBay.
