I think in some cases it might be true depending on what kind of person they are. I think that if they do tease them it's because they want them to laugh and they think that teasing them will make them laugh. They might also do it to make the girls think they are cool or something...I don't really know for sure though : )

Because teasing is a form of flirting and there are a lot of guys out there that are intimidated by women to the point that they are afraid to just come out and tell them how they feel about them. And usually the prettier the girl the more intimidated the man becomes. So they have to have some mode of communication and teasing is one of them.

It depends on the type and level of teasing but generally this is true. Most guys have a hard time expressing feelings and this is their way of doing it.

A lot of boys don't know how to express themselves fully and don't want to look like wussies in front of their friends.
By teasing a girl they like they have an opportunity to talk to them without having to be all mushy and without the fear of being shot down.
If a boy teases you and you tell him to get away then he can just tell his buddies that he was just making fun and you couldn't handle it instead of nicely coming up to you to talk and getting the same response and having to explain it away.

Yes... it does.
I've had to deal with this all my life. And I still do.
It's an immature way of boys to let girls know that they DON'T like them... when in fact they do. They're somewhat embarrassed or too shy to let the girl know he likes her. So he just makes fun of her.
They're boys...... what more can I say? LoL

No and yes no because sometimes they feel like just messing with somebody and its truly annoying, Yes because they need this girls attention and they dont know what other way to get it
