For strictly tourist travel, you need a US passport. Here is the official information:

PHILIPPINES - *Passport and onward/return ticket required. For entry through all international ports of entry, visa not required for transit/tourist stay of up to 21 days. A visa is required for longer stays and business.

when I was in the marine corps , I went to Manila Philippines, and the only thing I had was my photo military I,D, but since the W,T,C, bombing I am not sure if they have changed the requirements, however any travel agency will tell you, I just got back from the Philippines and the only thing I had was a pass port, hope this helps

The following should be sufficient:

1. US passport (unexpired; minimum 6 months left).
2. A return ticket
3. Proof of sufficient funds to cover your stay (they're unlikely to ask for it, but just in case, be prepared)

If you have the 3 items, you will be issued a visa on arrival at any airport in the Philippines.

for a stay of 20 days or less, military or not, all that is required is a valid US visa with at least 6 months remaining before its expiration date.
if you overstay the 20 days, its easy to pay a travel agent to fix you up with an extended stay stamp in the passport
