Russia, without a doubt. (that's where all the 'phishing' emails come from - you know, when they ask for your bank account information, and the email looks like a legitimate email from your financial institution?)
I've heard that there's a city in northern Russia called Ark'angel'sk where many Russian internet criminals live.
It's an old Soviet Navy town, and for some reason there are supposedly a lot of tech savvy Russian gangsters there.

A vague question. What types of crime are you considering? Internet child porn? Fraud? Identity theft?
Are you looking at the number of cases being investigated? Or is it just prosecution?
With the internet having no bounderies it would be hard to detect.

I'd have to say it's Nigeria. It is noutorious for being one of the wordl's leading places where internet crime is done like money fraud scams and identity theft. Their goverment's priority with persuing and prosecuting offenders of internet crime is practicaly non-exsistant since they are dealing with other horrible situations like civil war and genocide. So it's a heaven for internet criminals.
