You can either pre-record one, or have the station (DJ) simply read it. Different stations charge different amounts for commercials, so it's always a good idea to call the station and check on their pricing. Also make sure that you pick a station suited to your demographic.

depending on market most stations will produce the commercial for nothing as long as it is used on their station(s). if you take the commercial to another station you may have to pay the talent some sort of fee. i would recommend supplying the station with some bullet points of what you would want to have in the commercial also. good luck.
