So long as it is put in before the expiration of time - NEVER.
If it is being done AFTER the time has expired and the "meter maid" has either processed the ticket or is in the processing, it COULD be considered interfering with law enforcement which is a misdemeanor (although I have NEVER seen it prosecuted).
Also in that situation, it wouldn't change that the person gets the ticket anyway.
SO, drop in those quarters when you see they are low on time, but if they are expired and you see the ticket mobile anywhere nearby, probably better to help someone else out.

The answer is a two part one.
First, the regualtion of parking meters is a municipal (city) issue, not a state issue. So it may vary city to city.
Second, a misdemeanor is a criminal matter. So I doubt that a city will call such an act a misdemeanor. What I think you are asking is whether or not paying another parking space's time is allowed or not, or subject to a fine.
Check with your local police department or prosecuting attorney's office for the city you are wondering about.
