My dad was adopted. I want to find his biological mother. I do not know her last name. The only thing I know is his name and his adopting mothers name. I also know that he came off an Indian reservation in North Carolina

I don't think this is free, but it is a good place. Keeping records costs money, and if you get a record that gives you the information - you will most likely have to pay for it.

You probably wont be able to find anything until and ONLY until he applies to get his original birth certificate. You cannot apply for him. Once you have this birth certificate - it should give his mothers name, and (if you are lucky) his fathers name, and you go back from that.

My mother was adopted, and I had to wait 20 years after the rules changed in my home country (not USA) before she finally got around to getting her original birth certificate. I have already traced her mothers family back to the 1600s. However since her fathers name is not on the certificate - I have one complete line missing from my genealogy.
