Is there any software?

not long ago i've install 'Sony Picture Utility'. I then decided to delete 'cos it's wasting space. but somehow it cant be unistall, even through the uninstall setup. tried reinstalling, deleting the files in the folder. is there any software out there that could remove this???

1. Click start and go to control panel
2. Add or remove programs
3. Find it and uninstall it there
