Carpet is usually the better option for sound proofing. There are a number of questions though. Are you on the ground floor? Do you already have a laminate floor in situ or do you have carpet? Are you on a ground floor or an upstairs floor?
I assume that you are making a decision as to which to buy. You can buy an underlay that will improve the sound proofing for laminates. Carpet will also only be fully soundproofed if it has a good underlay. It also depends on the carpet and most importantly the backing on the carpet.

Oh, without a doubt, carpeting is a much better buffer for sound that is laminate flooring/tile flooring/etc. Personally.. and that is personally, I hate carpeting and so my whole house is tiled but I DO miss the acoustic affects that I formerly had with carpeting

yes cause if u live in a flat or upstairs from someone the laminate is not very sound proof an everything can be heard so i would stick with the carpet

I would have thought so. Also the fluffier and thicker the carpet the more sound proof it will be. Such a crapet will create no noise when shoes and other objects fall onto it also general room noise created away from the floor will have no chance of passing through such a carpet.

maximum companies do no longer advise using laminate in a flat because it transmits extra noise, inspite of a foam underflooring. you would be maximum suitable to get some form of soundproofing (i.e. SoundMat) and then a sturdy underlay, then carpetting.
