If a woman is looking at you it may be that she finds you attractive but is unable to approach you to start a friendly conversation. If you find her as attractive and you are single then go up to her, introduce yourself and tell her that you would like to know her better. If it is a sexual thing then you will find out on the first night, but, if it leads to something more permanent...then go for it. You'll never know until one of you makes the first move.

if a woman keeps looking at you she probley likes you or atleast thinks your cute. if you dont no her personally then talk to her and try to figure out her intentions. if you are friends with her then look for other signs like the way she talks to you. im in kinda in the same situation except im the looker. she probley either wants a relationship or just a really hot friend lol
