Yep, it's active. The use of the helping verb 'to have' just puts it in the present perfect tense, but it's still active.

Active and passive refers to the voice of the sentence. Active sentences have the agent (person doing the action) as the subject. In English that means it comes first. Passive sentences have the theme or recipient in subject position. So this time the theme or recipient would come first, and also be accompanied by the use of the verb 'to be' before the other verb.

Examples:
Active
Mary saw the cat.
Mary has seen the cat.

Passive
The cat was seen by Mary.
The cat has been seen by Mary.

Active. Mr Billings has been active in selling.

If the sentence had been: "Most was sold by Mr Billings this month" the verb would have been passive, as whatever it was which was being sold was sold by Mr B.
