My dog, Kimbo who is a 20 months old Bernese Mountain dog had the fur shaved off over his 'elbow' joints area when he was being investigated for very severe limping; the fur is taking a long time to grow, on his right front leg, the skin under the fur seems to be drying up and I can peel the skin (with fur attached) off; apart from keeping the area clean and putting polysparin oitment on, is there anything I can do to stop the condition and help the fur grow back?

Defiantly want to have it checked to make sure exactly what it is that you are dealing with. All of the dogs I have ever had that live in a dog run will develop a callas at on their front elbows from laying on the concrete. This is no problem at all. There are several kinds of infections / parasites that can cause conditions like what you describe. It is important to be treating the right condition or you can do more harm than good.

The same thing happened to my dog. He had his hair saved and there was a bald spot that didn't seem to grow back. We took him to several vets and nobody seemed to know what was wrong. Then one day it was really cold for a couple of days and we kept his sweater on him. When we took his sweater off we had noticed his hair had started to grow back. What we realized was that the spot was irritatating him so much that he keep biting the new hair growth off. So we kept his sweater on him and all of his hair finally grow back within two weeks.

if he's in a kennel or lies on hard surfaces during the day it's probably just a callous. A callous is tough skin with no hair but no sign of infection. You can treat it with petroleum jelly or udder cream (available at walmart) and try to make sure he has a bed whenever you leave him near hard surfaces.
