Well, there is no such thing as "Sri lankan" language. Sri Lanka is a country with two major languages. The majority of people (mostly in the South, centre and west) speak a language called Sinhala (or Sinhalese). This language is completely unrelated to Tamil and is an Indo-Aryan language more closely related to the languages of Northern India.

Tamil is spoken by about 3-4 million people in the North and East of the island, as well as in the central hill country. However, Tamil is also spoken by over 50 million people in southern India, in the state of Tamil Nadu. It is closely related to other south Indian languages such as Kannada, Telugu and Malayalam.

If you want to learn some basic Tamil try these websites:

http://165.123.87.110/tamilonline/index.asp

http://www.unc.edu/~echeran/paadanool/unicode/home.html

The first one has good videos and lots of other aids, but its' site design is a little poor.

Good luck!
