If it's just a bag of pre-packaged food items (like bread, cookies, some cans, etc) Customs probably won't care.

If you have fresh produce or meats though, they could stop you for agricultural restrictions, as many fruits or vegetables are not allowed to enter the country without permits.

Too much and they could stop you for exceeding your duty-free limit but generally, groceries won't be worth enough for them to bother.

I often do buy some groceries. No alcohol is allowed that I know for sure. Also I don't think you can bring fresh meat or cheese back.
As to the dollar value I really don't know. I usually buy cans of stuff that are hard to find here and keep the bag handy at the border so the guards can look at it. Usually the value of my purchases is around 20-25 Dollars. Sometimes they want to see the receipt from the grocery store but I have never been asked to pay duty. You may want to check with Customs.
