No primer necessary. Arts and Crafts store (Michael's or whatever) and use the same decorative paint that you would use on a wood project (indoor and outdoor paint so won't wash off in the elements).

They must be VERY dry, then use a good grade of wood primer followed by the color{s} of your choice. An outdoor latex house paint works well.

no primer, just hobby paint

but don't forget to put a few coats of varnish over it. hobby store's sell the spray kinds.

Just use regulat paint.
