Many drivers only use side lights even in very poor foggy conditions. If we did not have side lights then dipped head lights would be the first option. However, you will always find that there are those that do not use lights at all and expect everyone to see them as well as they can see you with your lights on.

You are right, there are a few exceptions, dark country lane's to name one, Dipped head light where brought in to cut the number of children dieing on the roads, they can be see sooner with dipped head lights but many drivers are now reverting back to side lights only.

Complete agreement Clive.
I'm a driver, owner/driver courier. I used to do 7.5 driving too, so i been all up and down this country in all weathers.
It never ceases to amaze me that some motorists think they can shoot up and down the motorways in all weathers without headlamps on.
Spray absolutely covers my wing mirrors so much that i cannot see anything coming up on the outside lane if it hasn't got it's lamps on. Side lights are no good. I can't see them!
Myself, driving a van, do not have the luxury of a windscreen mounted rear view mirror that's dry, nor do i have rear windscreens! And neither do large lorries, which you will have noticed that as soon as the light or weather turns bad, immediately put their headlamps on.

Side lights ARE now referred to as parking lights in almost all vehicle handbooks.

Also, did you know that there is a proposal presently being discussed by the loonies in Brussels that ALL EU countries should be forced to use dipped headlights all the time?

I am not necessarily saying that this particular suggestion is lunatic (although most other stuff from Brussels certainly is!), but I do not think it is a good idea for the whole of the EU.

Side light are for when you park for awhile
not to drive on the roads with.
leaving your car parked with dip head light is a no go.
so yes still need side lights to park.

I think its time people started to look at the highway code more often.
It clearly states that sidelights are for parking only,and dipped lights should be used.
so why don;t we get on to the subject of the idiots that drive with front fog-lights on with just there side/parking light on.
perhaps if there was more police enforcement of other motoring offences other then speeding and mobile phone users the highway code could be upheld.

side lights are used if you leave your car unattend in an ackward location so they dont run your battery flat i think it about time that we go the swedish way and run with lights on all time as it easier to see even in daylight and start giving fines to numpties running with fog lights on when not needed[fog light a light below bumper to be used in poor visibilityi.e heavy rain or fog]

I think that side lights should be called parking lights because that is what their main function should be

I think the daytime headlights are the best idea ever.
My chevy truck has them, and the only time they are off is when the key is off, or the emegency brake is on.
