I'd be interested in knowing what brand of paint has this on its label.

The only binder I know of that's in acrylic paint is polymer emulsion. I've also read Ralph Mayer's book front to back and have no recollection of a reference to anything called pachgum.

Different gums are used as binders in water-soluble paints (such as gum arabic), but not in acrylics since a gum binder would make them re-soluable. There are a couple of re-soluble acrylics on the market and this coud be one of these.
