If you have eye drops of any kind that are expired, I highly recommend throwing them away. Eye drops are not intended for use as eyeglass (spectacle lens) cleaner, and if they're expired you do *not* want to use them on your contact lenses. Putting the expired eye drops on your contact lenses is almost the same as putting the drops in your eyes, since the lenses come in direct contact with your eyes. Eyeglasses (spectacles) should be cleaned with warm water and a soft cloth or with eyeglass cleaner (which is *not* the same as glass cleaner like Windex, by the way).

You are meant to stop using eye drops 2 weeks after opening them, as some of the preservatives may expire and the bottle might become contaminated. With that said, I've never done that (I usually use the bottle until it's at least half empty, which can take a while).
As for cleaning glasses, I don't see the point. The eye drops do not contain the alcohol in them to properly clean glasses. You're better off buying a glasses cleaning solution than using eye drops, your glasses will be a lot cleaner.
As for contact lenses, do not _ever_ think that you can use eye drops to clean contacts. Eye drops are there to lubricate your eyes/the contact lens. Contact lenses need to be properly sterilized and to have the protein buildup removed from the lens. To be able to do this you need to buy a contact lens solution and store your contacts in the solution for at least 4 to 6 hours (depends on the solution and your contacts). Only after doing this is it safe to wear your contacts again.
As I said above, eye drops are for lubricating your eyes. They have nothing to do with cleaning so there is no reason you should be able to use them to clean glasses/contacts. Also, some eye drops should not be used if you are wearing contacts, and there are usually special eye drops you can use while wearing contacts.

Your spectacles maybe, but not your contact lenses. The sterility of expired drops is not guaranteed, and you might be introducing a contaminant onto the contact lens and then into your eye.
