He, because a he can produce a she, but a she cannot produce a he. A he carries the genetic code to produce both a he and she. But, more to the point, what does it matter? If you want to divert attention away from the teachings of God by taking a feminist stance on the subject, than why bother?

God is a He. I base this on the Word of God, the Bible. There are numerous references to God being male, not counting the fact that Jesus, who is God, was male as well while on earth.
