Some dogs are very vocal, while others are very quiet and that's just how they are. That doesn't mean you can't re-train their behavior. There are devices available at retail stores (pet stores at least) to stop barking. I know of three different 'styles'. One is a citronella spray (I have no idea how that's actually spelled) that dogs find unpleasant. It's put into a collar that is activated by their bark. They bark, it sprays them, and Ideally they stop. I've heard they work really well (on most dogs. Dogs are like kids. Not all things work on all individuals). There is a ultrasonic collar that makes a noise most people can't hear, but the dog doesn't like. (There are also tabletop units to make a sort of 'bark free zone' that isn't limited to any one dog). And finally, there are the electric 'shock' collars. They give the dog a slight electrical pulse that creates an unpleasant sensation. Many collars make a 'beep' noise just before they go off as a warning, so many dogs learn to stop incessantly barking after just a few experiences.

I've also heard of people squirting their dogs with water...but it's getting colder, so I wouldn't recommend that....and also that might re-enforce bad behavior as he starts to learn that barking gets you to come outside to him.
