Go see a dermatologist- they can help methodically rule out factors. Or visit the following website. I myself have eczema/atopic dermatitis, and I have recommended this website to just about everyone I know with skin problems (which seems to be just about everyone nowadays!).
It might an allergic reaction to something you've eaten, a change in laundry detergent, perfume, an increase in stress, or dietary change, even a change in weather, temperature or humidity.
Or maybe its Kerartosis Pelaris? Best check with a real doctor.

Are they itchy? I have a skin condition on my arms similar to yours. I find it very itchy when it acts up and the more I scratch, the worse it gets. I went to my Dr. and he gave me Dipropaline Glycol for a topical treatment. I find it works really well. Clears it up and keeps it at bay for a while. When it flairs up again, the sooner I use the cream, the faster it goes away.
