I'm not very good with Runes, I can't read them right, but there's a really good book that will tell you all about casting and reading them that you can get. It's called Northern Magic: Rune Mysteries and Shamanism, and it's by Edred Thorsson, or Futhark: A Handbook of Rune Magic, by the same author.

There are a lot of different ways. Some people just toss a handful out of the bag and see what happens, some people do a much more rigid structure. I tend towards the structure, coming to runes after years of Tarot, and I generally lay out three or five with pre-determined meanings--e.g., for three runes, it could very simply be past, present and future of a situation; perhaps it represents the next three days, or so on. I don't think there's a "best", just a "best for you".
