There are hundreds of restaurants and cafes in Vegas so you'll be able to find something to fit the bill. Buffets start at under $20, Battista's Hole in the Wall does a set menu with house wine, garlic bread and soup for around $20 a head, or you could approach one fo the cafes with a budget and ask what they can do for you for that price.
The website below lets you search every reception venue in Vegas with a fixed price menu by cost and cuisine so you might also find that useful.

Try any back yard, catering in food ( or make guests bring favorite dish) & byob (bring your own bottle) get 2 kegs, string up white lights(or multi-colored), get a friend's band to perform cause they like you or the bride-get a dj, or better yet have wedding guests bring there favorite cd (write name on get back so hopefully they get it back) get all kinda throw away camera's let people take photos for you or hire a friend that is a photograper also for the same reason as band, get 1 of those big tents(encase it's rain). Be sure to inform your neighbors or make sure they know you throwing a party! Congrats & have a good day!

It really depends on what you are looking for? Many of the wedding chapel have tie-ins with restaurant's in the area. Also many of the older smaller casinos have good deals for receptions. (Gold Coast, Orleans, Fitzgerald) Depends if want music, food, cake .....Check out Las Vegas tourist
