It means your feeling sad or down. But it comes from an old sailing term when sailing ships would reach a patch of water with no wind, usually close to the equator. The ships would drift at sea for days on end untill they reached an area where there was wind so they could continue their journey.
As most ships where from europe and sailing south, the expression was DOWN in the dolldrums
