Yes, they can. I've actually had an orange cat that was a female. I think maybe you mean calico cats. Is that right? Calicos are exclusively female. There is no such thing as a calico male. Hopefully that answers your question.

Yes, an orange cat can definitely be female. There is only one color combination that lets you know the cat's gender - if it's calico (another name for tortoise shell) it is definitely female.
