She used to either answer or return my phone calls. But now she doesn't. Yet her face still lights up when we cross paths in person. If she was avoiding me, wouldn't she be a little less enthusiastic to see me?

Not necessarily. She's trying to let you down easy, without actually having to be mean to your face. If you don't get the hint soon, you'll force her to be mean to your face as she tries to make her point, so don't let it get that far.

sounds to me like one of three things
1- she maybe attracted to someone else and be afraid that by communicating with you it will cause her to lose her chance with him and you are being kept hanging in reserve
answer -blow her off she will end up screwing you over anyway
2-she has no interest in you as a boyfriend but for some reason finds it profitable to maintain your friendship in public
answer - blow her off she is using you and is trouble
3-maybe you have been chasing her a little to hard since you see her alot that means maybe you work together or something if she feels you might lose her job or feels that others might be on your side she could act in this fashion
answer - ask her what the problem is politely and see what can be done before you get arrested for stalking her

It could mean that she is harboring feelings that she can't put into words over the phone or in a public place!

More than likely, she has noticed a change in your behavior weather real or, if she has a group of girlfriends, something that they dreamed up together, and she is not comfortable confronting you with it?

Give her time, and don't come on too strong or you could chaise her away!
