It would really help to know why you can't tell someone that you love them. Do you love this person or are you "in love" with this person. Is it because you are shy, or is it because you are not known to this person, or is this person already involved with someone else, or a combination of these? If it is simply a matter of you being shy, then this person will never know how you are feeling. If it is because you are not known to this person, then you must find a way to meet. If this person is already involved with someone else, then they may not be interested in starting another relationship.

You need to reword your question. I can't understand if someone whose name is Li loves somebody, or its a typo and you meant I.
Are you male or female?
I'm going to assume this is same gender relationship. Well-- first make sure he 'likes' guys. Once you get past that hurdle, you can relax and be yourself. If you don't have the confidence to tell him yourself because you are afraid of rejection, you may want to re-evaluate how well you know him. Call me a romantic, but I think when two people love each other mutually, you know instinctively...but that's just my experience.
Well, if this is a guy you don't even know...you may want to get to know him first before you drop that ball on him.
If you guys hang out a lot...he should know by your actions that you care deeply for him...those little extra things you do for him that no one else would care to. Make sure he is aware of those hundred extra little things you do for him. That way, when you say 'I Love You', he'll kind of be expecting it.
Never tell someone you love them (for the first time) via electronic mail or the internet or with Yahoo!...thats just *lame*- the whole point of telling someone you love them (for the first time) is to wittness their expression..thats how you know they love you back, or not at all. Its a chance you'll have to risk..but the result could be so gratifying.
Anyway, it would help if you could be more specific. But I did my best. G' luck.
Almost forgot, if he's not gay, and you still want to tell him you love him...I would suggest you to forget about him and meet someone who is within reach. There is not point in pining for someone who will never be what you want him to be. And if you miscalculate his nature, you could destroy a friendship.

wait..are you saying you're gay? if you're a guy, and you love "him"? because if you are, i'm sorry i don't have any advice for you cuz i don't know how to handle situations like that.
