yes I would think so but how often has that happened might be determined by the context of the event and the disposition of the officer technically if the person was a know criminal they might be less likely to look the other way .. awfully minor offense for less than a warning just think of the paper work for what?

They now have a hot line you can call to report people who throw their cigarette butts out of their car windows while driving in CA. Yes- you can definitely get ticketed! This is how many of CA's fires began!

Yes, and you could also start a huge fire that kills 4 firemen and instantly become America's Most Wanted criminal with a $500K reward if you're brought to justice. I believe the fine for littering a highway is $1000+. There are plenty of warning signs on CA roads. Good luck stopping being a criminal...

You can get a ticket for just about anything. If the law wanted you bad enough, theyed find a law to get you. There are so many stupid, outdated laws on the books these days the legal system will always win.
